need help with p28 ek cel!

i have a cel on and not sure how to check its a 99-00 civic with p28....

Put a jumper wire on the 2 wire service plug next to ecu. Ignition in "on" position, and count CEL blinks. Long Blink = 10 -- Short Blink = 1
