You need a USDM OBD2 ECU to communicate with USDM OBD2 scan tools.

The bad part is the only obd2 h22 ecu without the immobilizer is the 96 p13, which is hard to come by. What if i used a 99-00 si ecu? do they have the immobilizer?

Well, it doesn't have an immobilizer. That's on you if you wanna try a 1.6l ECU on a 2.2l engine though.
