Default can the p07(chippable version) be programmed as a p13?

Just bought an ecu from ebay and they listed it as a jdm p13 ecu but when we got it, there were no stickers or anything. it had the numbers 02d01720-1500 which i looked up to find it as the chippable p07 ecu that was like the p28. my question is that can it be programmed to act as a p13 ecu?

Don't exactly understand "chippable p07" any ecu is chippable. also any p05 or p06 etc can be converted to a p28 quite simply. However i don't believe you can covert it to a p13 probably cause of the extra sensors knock and egr. I would try to get my money back.
