It would be helpful if you posted what state you're in, so we can possibly help you with inspection information.

I can tell you right now, that motor is illegal on a federal level for your chassis, but if you have the feds pulling you over, you probably have more to worry about than a mismatched motor.

that harness will not help you. you need to rewire your oem harness or use a 99-00 ex or si harness.

This is what I did. I had a '96 hx (obd2a vtec) with a '93 Ls swap (obd1 non vtec) and I got it to pass smog. After the swap I had 4 cel codes so I had to fix the codes before I went to smog since you cant have any cel codes to pass. So I had to rewire my hx harness to the motor and had to do the cfk bypass trick. Once I finally got the codes cleared I bought the obd2a to obd1 jumper harness and found a p75 ecu to get the motor running right. But to pass I had to swap back to my hx ecu so their scan tool can read it, their scan tool wont read if its obd1, it wont connect and if it doesnt connect you fail. Finally after rewiring my hx harness and doing the cfk bypass trick, my car PASSED !!! Obviously technically I should've failed since I had an obd1 motor in an obd2 chassiss but after some rewiring of my harness and swapping ecus my car had no CEl codes and appeared to be just another regular honda. So daily driving I had the jumper harness with p75 ecu and for smog purposes I swapped back to the hx ecu. So its do able, just need to be a wiring guru or know one. Do some more searching the answers are out there and look up the cfk bypass trick, it'll shed some more light on what needs to be done. Good luck
