Default Will this ECU get the car started?

If I have the ECU from a 98 Prelude (P5M-L03), will I be able to start a 99 Base model that uses a P5M-L05 computer? I know there were emmissions changes between the model years and it can choke the car after filling up. Can I at least fire the thing up on the older computer? Does the 98 have an immobilizer?

Mechanic says that it may be the computer that is shot and keeping it from starting up. I have this L03 to try out to see if the ECU can be ruled out. I'd like to know if it will at least get things moving.
