JDM headlight install help!!!

JDM headlight install help!!!
Hey guys, so i decided to do my jdm conversion today, but i ran into a problem, my bumper will not come off, after examining why it was so, i found there were screws underneath the original headlight, pictured below, i have a 96 and i read all the other istall steps by steps and non of them showed the screws underneath the headlights, WHAT SHOULD I DO??? PLEASE HELP!!!!
