i should know this already, but is there a change in the fueling or timing (from the factory ECU) once the secondaries open on an H22 at 4400 RPM?

Not really, at least not specifically dependent on the IAB with OBD1 ecus. i.e. if you disconnect them the fuel/timing will be the same (in open loop anyway).

vtec kicks in 5-5500 rpm (cant remember exact rpm, 5500 on my stock tach) and i thought they open at like 4800 just so that the air is already flowing well by the time vtec kicks in which is when all the stuff changes...

that's sort of what i figured, but i just wanted to be sure there's not some change in the fuel map as well.
