Default decking an h22?

i have an h23 bottom end retorfitted with some h22 parts i was wondering if i used the h22 rods would this show any gains in torque and hp with a h23 crank. i know i will have to deck the block to the amount needed i have not researched that yet and i dont know if the tension of the timing belt is going to be thrown off an as to the cams timing and suration i havent calculated this yet im just wondering fi it can be done for a resonable price?
