They are called pocket bikes. Do a search and you will find a few places that sell them. I'm sure someone will chime in with the addressed.

My friend, JIKSER on my board, races pocketbikes. He can give you a few pointers on which brand to get, where to get parts, etc. The one in my avatar is his bike, look very much like a small Ducati...

what you really want, is a ysr50
do a search on google. I used to own two, but traded them off.

 

my KSR-1 is on sale for 500usd
with a **** load of parts and adjustable inverted forks
