Default b20 VTEC torque specs???

My cousin is doing a b20VTEC . He has a B20z with a B16 head.
What specs should he torque the headbolts? (b16 head specs or b20 block?)
also where do the dowel pins go?

thanks in advance for any useful info!!!

What bolts is he using? Dowel pins go at the end bolts, just put them in the holes that fit the head and go from there.
