No start until cel goes off
 

Gotta 92 civic that doesn't start until cel goes away and you hear the fuel pump prime
I changed the main relay under dash, recently changed fuel filter
Was going to change pump but thought it was okay
Any suggestions?
Also most of my fuses inside cab are blown down to to box don't know if that's fully related( but to fix do I have to find entirely new fuse box???

Its common to pull cel codes and diagnose any electrical issues

Cel doesn't stay on but it doesn't prevent me from starting the car until it fades

Did everything melt or something? Did the fuses go out one by one and you didn't bother to replace it or did it all go out at once? Why has this not been taken care of? Are you waiting for a bigger catastrophe?

Sorry yeah the fuses was just blown when I had checked
The car is a project more or less

But I was wondering if I should replace the fuse box because there is no power in the terminals of the fuse box where each fuse is plugged into because I changed out all the fuses but still no power in the box

Is there a possible way to test ecu?
And do I just find a new fuse box for the cab and connect it ?
Any major problems?

No way to directly test the ECU. Can you borrow a known good one?
