One thing that i thought i should mention:
If you drive your car in places that snow a lot, i don't think the nut and bolt method is a good way to keep your bumper attached.
The reason why i say this is cuz a month ago, i ripped my front bumper off while backing up in to my driveway in about 3 inches of snow. As i reversed, my front bumper became a scoop and ripped right out of the fender holes.
Luckily, the plastic OEM hardware ripped out with the bumper and not pulling my fenders out at the same time (imagine how much damage there could be if it was bolted together).
Just an FYI for guys who daily their cars in snow (and guys that may not have the lower splash guard any longer).

I had this set up but the bolts kept coming loose!!!
I reverted back to the OEM method, but I may give it another try with some thread lock.
PS: Ill never have perfect fitment, PWJDM FENDERS SUCK ***!

So this is just replacing the bit's that hold the fender and the bumper in place? That's a pretty cheap and yet noticeable mod, thanks for the write up
Old thread...but still cool. I'm half tempted to weld a nut on the back of my fender to make things easier.
