Default DRL Problem

Hey, this is my first time posting here, but after googling and looking through forums and trying to figure out what the issue is with the DRLs on my car and noticing how I mainly referenced to this forum because it seems you guys here have been pretty detailed in your answers I thought id join.

I have a 2003 Honda Civic(Canadian Model) and im having an issue with the DRL on the passenger side. The light only comes on when headlights are off and low beams are on. when the headlights are off and its on low beams the passenger headlight seems very dim, but when you put it on high beams and it works fine and the DRL light goes off. When you turn the headlight switch on they both work fine(high and low beam) and there is no DRL light on the dash.

I have replaced the bulb, tore apart the DRL module that is to the left of the steering column and resoldered the joints(4-5 of them looked like they were starting to crack or have already), checked all the fuses and everything seems good, the connection on the passenger side headlight connection isn't corroded either.

Im not hearing a buzzing noise like some people were talking about with there DRL Problems. Any ideas where I should go next?
