Default engine stuter when you step on the gas hard

I have a 96 honda accord 4cyl vtec and i've been having problems on the take off. When i step on the gas hard it has a stutter to it like it doesn't want to take off.I also put on a new resignator because my old one had a hole,but theres still a back fire to it.I gaped it from the headers thinking that maybe the resignator or the converter might be pluged up and so i took off the whole piping leaving only the headers but the stutter and back fire is still there.People say it might be my timing or the fuel rail but it's hard to say.Please could any one let me know what the problem might be or what the exact problem is.

I had that happen to me once for a day. I took it to a shop and they said a sensor was disconnected and they plugged it back in and it was absolutely fine from there. I had a CEL. If you have one, then go to autozone and see what code it's throwing.
