Default Question about E cutout location, and welder question

I gonna have to weld this one myself. they wanted close to 200 dollars to install it. I told them I could get a welder and do it myself for that much.... So here I am.

I'm just not sure where to place it. I was told to think of air flow like water so here are my ideas to place it.

1st idea.
at the bottom corner of the 'L' in the down pipe cut the bottom out.

2nd idea.
level with the bottome corner. cut the side out.

I dont want to do something similar to a straight pipe since this will be my first welding job. I need this to be very simple, but faily effective.

Welder List

Campbell Hausfeld Flux Core 80 Wire Feed Welder. (mig)
90 AMP MIG FLUX WIRE WELDER (says MIG-100 on it)
Chicago Electric -60 amp, and a high 80

I want a cheap mig under 200 dollars shipped. these are some of my choices. Any opinions?

for fairly simple, and GHETTO FABULOUS CHEAP, use jumper cables to hook up 2 car batteries in series, then clamp the ground to your work and a stick electrode to the positive end. it works A-ok for little things, but it's a little hard to control the heat. IMO, $200 is too little to spend on a welder, even a flux-core MIG. you won't be able to convert to inert gas MIG and you'll get FRUSTRATED AS HELL WITH IT. although, for about $200 you can pick up a basic oxy-acetyline welding setup and (small) tanks. gas welding would be great for what you want to do and you would learn a lot of basics about welding at the same time. i dont recommend getting so cheap as to weld using coathanger wire. it will always fail you. period.
also, you will want to read up on welding technique, and get some practice before you cut your car apart. specifically, if i am not mistaken, those pull-cable cutout contraptions are cast iron. cast iron to mild steel welding is slightly difficult because cast iron, IMO, is a pain in the *** to weld. you need to go slowly and preheat as much as possible in order to keep the cast iron from expanding too fast and cracking.
