qtp cutout sizing questions?

qtp cutout sizing questions?
Just got my 2.5in qtp cutout and must say that I was quite excited. It came in 2 boxes. Open the first and it's the piping and looks nice, so I move to the next box and am a bit shocked. That electric flapper that goes on the end of the 2.5 cutout looks less than 2in? WTF is this correct cause it really seems to defeat the purpose of a 2.5 cutout if it's bottlenecked and only opens to like 1.75in?
