Check Engine Lights

Does it get to 3500 and spit and sputter? make any finny noises or does it feel like the normal rev limiter?

yes there is check engine light. Its throwing codes 4 and 9 i believe. It will go to 3500rpm and then bounce off of it. And no it does not seem normal, i should be going to 6400rpm.

CEL 4 and 9 or 4 and 8. if it is 4 and 8 , then the plug for the TPS and the MAP sensors are switched.

lol that will def do it! Common mistake tho as the plugs are interchangeable.
My next suggestion was going to be check the MAP sensor if it has the right vacuum source.

always fix those CELs first before you attempt to diagnose anything else.
