Default part throttle hesitation

Got a 94 Integra Ls with safc hack, 440, 225 lph pump running 12 psi. I had a universal 4 wire o2 in my car which never gave me a reading. Finally it started throwing cel 43. So I installed a new universal 4 wire, and this one is giving me a reading. But when i drive part throttle, ie: taking off normally, the car hesitates then frees up around 3500 rpms. When I am cruising at like 4000 rpms and roll on the throttle, the car accelerates smoothly. It is only when you first start out in every gear. I threw in some brand new plugs today and still I have the same problem. Any suggestions would be great!

What kind of settings are you running on the hack? Did the car ever run smooth before you started tinkering in higher boost? Is it actin "funky" in certain spots under vacum/boost? More info on setup please.....

I'v had same problem before I turbocharged my car. Now it's gone but I have no idea what it was.
