Default Need to pass emissions in PA!

My buddy has a D16Z6 delsol runnin' the AFC hack. He failed emissions today by 2x the amount. We don't really have anyway to tune the car because the A/F gauge doesn't work at all. I told him to pick up a bottle of that stuff that guarantees passing. Also since they only do the test in 2nd gear at a constant 15 mph, I suggested to crank the fuel down to -50 across the board on the AFC to lean it out as much as possible because it won't reach boost. Anyone got any ideas how we can get it to pass??

i've heard unpluggin an injector works or have the place make a bs work order for the min amount that you need to get an exemption.
