Default Manley vs Eagle rods

Was looking up some info on the "tuff" rods that manley sells, and noticed this.

"Cap fasteners are 3/8" ARP 2000 cap screws
"

is this the same as the upgraded ones EAGLE uses on their rods?

The bolts are also upgraded in size from 5/16 to 3/8s..Those Manleys are a good choice.
