Default Help? Startup probs...

OK, finally got around to cranking Jens car over, cranks great, but theres no spark or fuel.
Culprit is that there is no power at the ECU...anywhere;
Checked all fuses, hood and dash w/test light on both pegs;
Removed the dash, checked for any shorts, all is good;
Tried 3 main relays, all were good in the original car.
Basically what is happening is the CEL turns on when you turn the key on like its supposed to, but it does not shut off like it should. Cannot pull any codes because there is no powere at the ECU.
Now, we have the fuel pump hard-wired from IG, then grounded. Does the fuel pump HAVE to go through the Main Relay for it to function properly?
It worked less than a month ago, we had fuel/spark, so I do not understand what the problem is now.... Can anyone help me out?
Heres a pic to prove its FI, etc.

hmm not to sure about the proper voltages but I would measure form chassis GND to one side of the relay then the other.
one side should have the switching voltage other should be gound. if you reading same voltage on both sides of the relay you not applying a GND. This should be down while turning the key.
Do you know if main relays are negative switching?

Make sure you have your supply voltage
