HELP! JRSC Revs outa control

HELP! JRSC Revs outa control
My friend and myself just finshed installing a JRSC into his 96 EX.
When we start the car the thing just revs to the moon!
*We have checked the throtal (my spelling is horriable, sorry) linkage and all is fine.
*We unpluged the bypass valve and pluged the vacume hose.
*We checked all fittings.
All of this and it still revs from right when it turns over, I turned it off once it hit 3k.
....Any ideas?

I had thought that i rememberd reading that un-pluging it would cause the blower to not function and just run N/A, in hind sight that seems kinda backwards .

Okay, check this...
If i unplug the IAC valve AND dont put my foot on the gas, the engine should NOT be able to idle correct?
It is jumping between 750 and 1.7K RPM's, so that would mean that there is a leak someware that it is getting air from correct?
