Default Fuel problem, need opinions

Alright I have a turbo D with the following fuel setup. Walboro 255, 880cc, stock fpr, and stock rail. The car has ran fine on 16lbs for about a year. I had the block and head built so I upped the boost to 23lbs and now the pressure is acting crazy. At idle the pressure is at 30 and at WOT it is 42-45 when im boosting 23lbs. The car starts to lean out like crazy about 6k and maxxing out the 880cc. I thought it was the fpr so i put on a loaner aeromotive regulator to test out that theory but, it was still reading the 30 at idle and 42-45 at WOT. My next guess is the stock fuel filter, I have had the same one on the car for a year now. Can a filter lower pressure that much? Could my resistor box be crapping out on me? Throw any of your theories at me so I can figure this small problem out.

Fuel filter is cheap, so replace it and see. Could also be the pump. Do you have EMS? if so, what are the injector duty cycles at?

The injector duty cycle is 110% by 6k on 880cc. Im really hoping its not my pump, I own a crx and that means droping tank
