foil under thermal wrap?
ive used foil for a thermal barrier. works perfect.
i had a coolant line runing kinda over my turbo manifold, and the foil kept it just fine. not i have a "sleeve" heat wrap over it. works great.

Put foil on the outside of the wrap. It'll do MUCH more being there.
The short of it is that it is actually a good conductor of heat, but doesn't absorb much from radiation. So having it down at the bottom really doesn't add any insulation at all, but having it on the outside severely limits how much radiation heat energy is reaching the hoses.
Keep in mind there are three forms of heat transfer - conduction(solids), convection(fluids) and radiation(EM radiation, like a heat lamp).
