I'm not sure how GE does their blocks, but given the amount of blocks they do, I'd guess they don't simply bore from top to bottom. It would make sense to save time and carbide to essentially cut the sleeves off near the base, like cutting a pipe from the inside.
As long as the crack doesn't go past the base of the water jacket, they should be able to use it as a core.
BTW Cracking nearly all the sleeves at once after @200k boosted miles isn't bad. Cracking multiple sleeves on an old block just shows some catastrophic part failure, or a crappy tune.
