cam timing..please help so i can sleep.

cam timing..please help so i can sleep.
ok i set the crank pulley to TDC...now on the cam gear their are 2 - marks, do i align those with the surface of the head or the 2 marks on the inside of the timing cover...the 2 marks on the inside of the cover are offset a little from the surface of the head. thx
