Dremels or any high speed cutter will melt the urathane as you cut then heat will fuse them back together after the cut. I used a Utility knife but take use a sharpie to mark your line on the inside of the bumper then take your time in cutting. You can also use a small hand held saw with medium size to large teeth.
I busted out the 4" grinder and went at mine
Globs everywhere, but there was no way I was cutting all the stuff with a knife or even snips... Follow up with a file and sandpaper and it's good to go

Yes, i've cut many a urathane with a good sharp box Cutter, just like in the picture there!

it's got metallic compound on the blade instead of TEETH! NOOOO chance of it hanging up and cracking the urethane bumper...
