Default bad o2 sensor??????

well after a very long wait, i am proud to say that i have a turbo integra. the bad news is that i believe i have a bad 02 sensor. first off here is my setup.
95 intgra ls, 135000
jdm b18b 35000
dms 440
safc
t3 off of a thunderbird
saab intercooler
drag mani and dp
deltagate(i know i know, but i don't think its the problem)
i'm getting bad gas milage, i did the blue wire mod and its reading at 1.4-4.5v. and the idle is a little off. i've been turbo for about 100 miles. sounds like a bad o2 sensor. i wish the parts stores were open today. what do you guys think.

check the output voltage of the primary o2, with the car running you should have between .8~2.5V on the white wire, you can check it at the ecu, or at the sensor.

correct, but the afc could be the problum itself, first mesure it at the o2, and then at any taps you have off of it.
