Knowing what the P28 ECU has been chipped with will answer your question. Is it Chrome, Neptune or something else altogether?

If the programmer is compatible with the chip you are using it would work fine. You shoud check the manufacturer information about what ICs it can read and write.
I would send you to PGMFI.org, but it was shut down earlier this year. I started many years ago using a Willem EPROM programmer.
The TL866 can program an Atmel AT27C512R chip, which is a 28 pin EPROM, albeit obsolete in theory it should be able to burn the SST 27SF512 also.
I can't confirm that, I use modern equipment and wouldn't bother with that, so take that with a grain of salt.
The best device is the Moates Burn2. But if you're only tuning one car, I would STRONGLY recommend using an RTP. If you're cheap and willing to accept the risk, use a Moates Ostrich and Crome. The manual for that is in my signature.
If you want to tune it the right way, Go to Xenocron's website and buy the Neptune/Demon package. After you roast your first engine on Crome you'll understand this is worth the price.
