Default Reseting ECU...

I have an 2008 Honda Accord EX and I've been attempting to reset the ECM/PCM by connecting the battery terminals together and removing the 7.5A fuse labled "Back UP FI/ECM in the driver's side under-hood fuse box, in the hopes of discharging the ECM/PCM. However, I note that the radio presets remain in place after doing this so I am not convinced that the ECM is being reset or not. I need to reset the ECM so that I can get the idle learn procedure completed from the SM for my electronic throttle body(integrated IACV) error (P0507) corrected. I removed the throttle body for cleaning, and touched the throttle plate, and this could be causing my P0507 error. The only other thing I can think of is that the cleaning fluid sent carbon down into a throttle body passage and now is causing the error. Is there any way to clear the radio presets? Known method to safely reset the ECM without this HONDA HDS scan tool?
