low idle

low idle
my car sometime idle below normal idle..normal idle is at 700-1000rpm.
but sometime it idle below 400..
what is the problem or how can i fix?
any help is appreciated.

sorry mistype the normal idle..
yea that is the normal idle but when it start up
in the morning it is very high but when it is warm
up the idle bounces up and down between 0 and 1 RPM
