Default Engine sputter?

So I just got my 93 civic hatch yesterday (d15), and it seems to be sputtering the first few seconds through each gear. I replaced the distributor cap/rotor, plugs (NGK Platinum) and the fuel filter. It stopped for a while but is back again. It also has an idle surge for the first few seconds of start up. I was thinking IACV or TPS sensor? What do you think it could be?

Is the vehicle throwing any malfunction indication codes?
If so, what are the codes?

No codes at all. I'm starting to think the injectors were clogged cause of that nasty fuel filter. I ran some seafoam and gunk out through it and it does seem to run better, but not perfectly smooth, you can feel it hesitate when you're trying to get on it a bit. I do have a spare set of injectors I can swap in to try that out. As far as the IACV or TPS go, could those cause the symptoms I'm having too?
