Default Chipped P06 Code 19 Manual ECU

I've been searching for a few days now to find a solution to a problem I have with no luck.

So here's the problem.

I socketed and converted a P06 to vtec, put it in my car and it throws a solid check engine light. Cut the jumper and no CEL. After messing with it for a little bit and changing a couple things it still throws a CEL. The car idled and revved fine but still threw the light. I checked to see if it was a legitimate code and pulled code 19 for Automatic Transmission Lockup Control Valve. I had a buddy pull the code as well just to make sure I wasn't reading it wrong. He got the same code.

The ecu is a manual ecu. The code is 37820-P06-A02.
RP17 and RP18 haven't been messed with.
It has a known working chip and conversion harness.

I'm stumped on what it could be.
Any help or suggestions would be great.

Cliffs:
Manual ecu throws a code for Automatic Transmission Lockup Control Valve when chippped.
No codes when the jumper is cut.
Conversion harness and chip are good.

Maybe someone changed the case on the ecu ?
Remove rp17 and jump rp18 with a 0 ohm jumper.

RP18 has a 0k resistor in it and RP17 has nothing. There is nothing in IC15 or IC16 either.
