Default cel problems

well this section of the forum has some of the smartest people in it so i figured i would post my problem here

car 2000 civic si
harness: 2000 civic si
jumper harness
chipped p75 for iab control and jdm gsr

i am throwing code 21, threw the ecu on the moates tester and no code 21 through that

so i tested continuity from the solenoid to a4 and had continuity

i then tested the solenoid and it worked

I rewired directly anyway to see and i cant get rid of code 21.. is it possible to have a cel in the car and not on tester? I am dumbfounded and just want this problem resolved

cel comes on without starting the car and the key in the on position

thanks for any help

Your ecu might be at fault.

Your solenoid might have an internal short, try changing it and/or measuring the resistance to the block from the wire. I don't have my service manual in front of me, but there is a certain range of acceptable values for the resistance to ground.
