F23A1 Cylinder Head Dilemma
Need some knowledge/thoughts:
F23A1 (2000 Accord) with a trashed timing belt due to the balance belt snapping.
Bought a reman head.
When I was inspecting the reman'd head I noticed that some of the valves were open even when I had the cam pulley in the "up" position/teeth marks aligned with head.
First question: Should ALL the valves be closed in that position? I've never seen one of these heads off before, but I would think so as this is the position you put the pulley at when you have the engine at TDC to put the timing belt on.
Second question: ANY other reason I would not be able to turn the engine over at the crank by hand other than half a revolution besides the reman'd head having the aforementioned issues? That's right, I put the "new" head on, set the timing marks, put the timing belt on, and nope.....can only get a few turns (and before someone asks YES I am turning the crank CCW) and it binds up. Yes I checked the pistons before I put the head on. No marks/chips/holes in the pistons, all looked good.
Giving the head shop a call tomorrow to discuss, however I can't think of anything besides a valve or two is hung up/bent in the "new" head.
Thoughts VERY appreciated.

Went out to the shop one more time to triple check timing marks on crank and cam. All 100%. So then I put the balance pulley and the accessory pulleys back on, put crank bolt back on. Now, I ran the bolt in with my impact (while using the crank pulley holder tool of course). Nice and tight (that's what she said).
Go to turn crank with ratchet. WILL NOT MOVE AT ALL.
*queue WTF moment and fearing short block is fubar*
I look all over the lower assembly with the shop light. Hmmmmmmm....what is that? Is that the balance belt pulley digging into the top right CPS sensor bolt? Sure is!
So now I notice there looks like a shoulder bolt holding the right CPS sensor. That's weird. WHY? Oh yeah, because 3 weeks ago when I first tore this pile down I replaced the trashed CPS sensor that the balance belt destroyed. Apparently when I put the sensor back in I found a piece of knurl from the lower timing belt cover and thought it was a spacer for that bolt.
Worst part? I think the original head was OK when I retimed the engine, but because of this stupid moment I was unable to turn the engine over (by hand of course) and thought "Well it must be a few bent valves or 10 from the timing belt fiasco".
Hey....at least I can say I know how to replace a cylinder head on a 2000 Honda Accord like a champ now. FML.
