Maybe this will help a little bit.
There are currently 17 states that have made laws against selling any fuel with MTBEs ( or oxygenated ). California, Colorado, Connecticut, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, New York, Ohio, South Dakota, and Washington. I think Maine might be too, but I'm not entirely sure.
The following VP fuels contain MTBEs:
Q16
MR8
MR9
MR11
MRX01
U4
U4.2
VP113
VP Import
A5
CSP
M8-1
Motorsport 103
Motorsport 109
MR Pro 4.1
So any VP dealer in those prohibited states would not be able to sell you drums / pails of the above fuels inside state lines. Any dealer not in those states should be able to order in any type of fuel you need.

That doesn't mean it wasn't an illegal sale. I know VP NE will straight not allow me to purchase fuel that's oxygenated inside my state borders. Maybe KY's distribution center is a little more lax.

Wierd question. I still have 20 gallons in my 55 gallon barrel of q16 its sealed closed for the past winter. Do you think its lost any of its octane or SG over time, I was thinking of purchasing another 15 gallons and mixing it in there for the upcoming season.
Maybe this will help a little bit.
