you dont HAVE TOO.. cuz you only use one set of lights while driving right?
you can just get a kit that does hi/low beams and stick them in your primary light place, then for the secondary's if there in a different spot, stick some yellow/orange bulbs in there for fog lights..

just get a kit for low beams.
you do NOT want HID's for high beams because turning them off and on constantly with mess them up. even high dollar cars like Lexus and BMW only have low beam HID's and regular high beam bulbs...
