Can this circuit board be saved?
I know all the bad solders can be fixed, and I can replace the capacitors on the other side of them if needed, but what about the scorched coating (where its black over the copper)?

I dunno man.... I would imagine that if you soldered in the appropriate sized jumpers and eliminated those burnt sections, maybe you could save that, but it's gonna take some time...

That's a lot of burnt trace and it looks like there are 3 - 4 pins on the chip that got very hot, I'd put money on the chip being toast.

Can it be fixed?
Yes, Just follow the trace and use an appropriate size wire between the solder joints.
use some 99% alcohol and an acid brush trimmed to 1/2" to clean the board up. Don't use the cheap 70% alcohol crap its to watered down.
