Help with Fuel pump in 1990 Integra

Default Help with Fuel pump in 1990 Integra

Well I just got this 1990 Integra gs that had been sitting for 10 years and I’m trying to get it started. The only thing that’s holding it back from running is the fuel pump worn prime/ turn on. Before I got it the car had some broken windows so it sat with 2-3 inches of water in it for years. I’ve checked all my fuses/ main relay and have it narrowed down to the ECU. I believe I have it narrowed down to the ECU because in the fuse box under the hood with my test light I can confirm that I am getting power to the ECU. But whenever I use my test light with my main relay plug I am getting no power to the fuel pump and ECU ( I checked this by confirming that the terminals I wasn’t getting power to were the ECU and fuel pump) so I take the ECU out of the car and it is all corroded and rusty. The connectors to the ECU look fine but the ECU has definitely seen some better days. Could this be causing my issue with the fuel pump? Just wanted to check before I drop 200 bucks on a new ECU or try and repair mine. Thanks for the help!

Yes, it certainly could be the ECU... especially if you found water/corrosion inside it.
