Default Turbo spool

Would dry ice infront of the turbo inlet produce a quicker spool? I.e feeding the turbo super cold air

Nope. Spool is controlled by exhaust gas velocity on the turbine side... the inlet side has nothing to do with that.

Of course but as in on cooler nights the turbo cars thrive
so what im wondering is if in 100° weather having that extra cold air infront of the turbo would help like when people spray nitrous into the turbo

You can install a intercooler spray kit to cool down the intercooler for a cooler air charge. You can also install a meth injection kit to cool down the air charge.
