will a tire with the size 205/40 fit rota slipstreams, does the rim offset have to be the same size as the tire, because i think slipstreams are 45 and the tires i have are 40?/ thanks for the help

I think you are reading the numbers wrong. That 40 number on the tire is not an offset, its the ratio of the sidewall width compared to the width of the tread (the 205). Here, read up

They will fit, but 205/40 is much too small for a 16" wheel on a Teg. It will throw your speedometer off, it will register more miles on your car than you actually drive, it will lower fuel economy, and you will have more fender gap than you did w/ stock tires. 205/45-16 would be a better choice.
