Startup behavoir is not consistent

Usually when I start my car, the starter spins the flywheel, and just as the engine comes to life and the tachometer needle comes off of zero, it usually spins up to about 2000 RPM or so, then settles back down where it should be (700-800 rpm if the engine is hot, or 1100-1700 rpm if it's cold, depending on ambient temperature). As far as I know that's normal behavior, although the engine definitely spins up faster when starting with the lightweight flywheel.
However sometimes, when I start the car, it seems like the engine starts VERY fast, like after just a couple of turns of the starter, and it doesn't spin up, it just starts and sits at 700-800 RPM (if it's cold it will then slowly climb up to the normal cold start RPM). It's almost like the engine starts *too* quickly, and doesn't have a chance to get spun up to ~2000 RPM like normal before settling back down.
I guess really the best way I can describe it (in metaphor) is like when you have to accelerate from a stop quickly. Usually you rev up a bit and then release the clutch so you can get good power from the engine and get going quickly. But if you release the clutch too early, it bogs and falls on its face. Sure you still get going, but just not very fast. I don't know if that makes sense. That has nothing to do with the problem I was talking about, just a metaphor to try to describe what it seems like to me.

When you turn the key to "ON" ... wait a second and let the fuel pump prime the system before going to "START"
