a block girdle is a component over the crankshaft of VTEC b-series motors that keeps vibration to a minimum during higher revving operation.. this allows for a more free revving motor and keeping it safe for your motor..

it depends on what the stock engine is doing, mwahahaha.
to answer your question, no, it won't really. if you're trying to make the ultimate showroom stock engine or something i doubt they'd allow it but it might make a difference if they did . . . otherwise don't worry about it. i'd say it would only really make a benefit to those revving above stock limits or those who are revving to the stock limit all the time, like road racers, who likely will rarely see the lower half of their tachometers.
