Are Hi-Flow Cats 100% legal in cali ?

if they say 50 state smog legal and obdII compliant if you car is obdII you will need one of those

if you're talking about test pipes, i'm pretty sure they're completely illegal. cali has way higher smog and emissions standards than the rest of the US. you need a cat.

high flow cat is legal in California, but i still prefer a test pipe.


Just switch over to a cat when you need to smog.
