fuse keeps blowing
on a '96 integra fuse 13, 7.5a when i turn the key the fuse reads 0.0 ohms. i've checked the wires and unpluged the radiator fan, condenser fan, a/c compressor, blower motor, rear defrost. it still reads 0.0 ohms when key is on but reads 25.6 ohms when key is out.
any advice would be great.

Pull the fuse and check it.
If it was blown, it would read --- Ohms.
Assuming you have a multimeter, switch to continuity and recheck.
It is the setting that look like -|<|-
Is there something that doesn't work?
If the fuse really is blown, then the causes are usually an electrical short, a frayed wire is touching the chassis.
