I'm having a start issue on a 1998 Integra. The Fuel is not getting power. Relay is good. (I hear the click when key in on) Fuses are good. I manually powered the fuel power, and it is good.
My question is, are the Main Relay on the Integras the same as the one's on the Civic EGs? Or any other honda?
The main relay is under the kick panel on the left, correct?

Checked Fuse #18

Not sure what else to check.

No, I'm not getting any pressure because the fuel pump does not prime.
I removed the pump and ran it manually, but when it is installed in the tank, no power is getting to it.
Like is said before,
Relay clicks
I pulled all fuses, and replaced the blown ones.
Pump is functional.

Have you checked your computer? I had the same problem, I got a new relay, new fuel pump and still nothing so I got an old computer from a friend and bang!! I'm cruising around again.

The fuel pump relay can click, while still not making a good connection across the actual contacts. If you locate the pinout, you should be able to attempt to power the pump by jumping the plug, to fully verify if the relay is good or not. I just resoldered a fuel relay with the known bad solder joint problem, which was my problem. Definitely don't want any assumptions in troubleshooting. I just helped a guy yesterday remodeling a kitchen, who couldn't find the switched circuit for a light. Apparently he shorted the old mercury wall switch, when removing wallpaper. He didn't consider the possibility that a switch may be stuck on.
