Default Fuel gauge problem

My fuel gauge is not working I swapped out three already out of the cluster, I know now is not the actual fuel gauge. The gauge went all the way to full but it stays there is doesn't move and my fuel light doesn't come on either. my car died at work b/c it had no gas, and where i work that becomes a real hassle. What else can it be? A while back I changed the fuel pump, if that was done incorrectly could that have cause the gauge to malfuncition? Could it be the fuse box under the dash b/c it is messed up and I'm the process of replacing it.
