Default Dash light question?

I have a 96 Integra, and im looking at the 94 interior fuse diagram, now my problem is. My dash light doesnt come on, the fuses are good (if there the same as the 94-96) and the bulds appear to be fine. Is there something else I could be missing?

Yes the dimmer is up, and the heater control lights and the SRS/Check engine/Turn signals all work... Just the damn dash light is blah.

Which fuse box? The bozo I bought the car from removed all the fuse box'es, and all the wiring is messed up... Also is there suppose to be a switch that connect's to a main switch on the cluster? Let me try and get a pic to better explain it.

Well I know I got a short somewhere.... This kid didn't know what the hell he was doing with the wiring, but it's like not getting direct feed to it what so ever.. I know my VSS is working because my maintance require light turned and, I and think that run's thru the VSS? Just the speedo and dash light is taking a poop on me.

Yeah it's not the bulbs that's the first thing I checked. Im going to replaced the speedometer itself and see if my old one took at dump, (I hope) if not then back to rewiring!
