i did some searching and i found that a 2nd gen integra doesnt have a eld (electronic load detector).

does this mean to clear the code we are going to need a 2nd gen gsr ecu? would a p28 work? or would i have to get a chipped ecu and have the eld shut off? is there anyway around this?

I would suggest searching for electronic load detector and you will find all the info you will need on that. I just found a LOT of info on it over the past few minutes.
