Chiped code based p28 computer surges at 1/4 throttle!!!

Chiped code based p28 computer surges at 1/4 throttle!!!
On my 1992 Acura Integra LS the computer has been chiped with a p28 code base can somebody please tell my wy it surges at 1/4 throttle but idles fine!!
